 How do we start to address apathy that seems to be coming from kids more often these days?

I am a novice at the strategies, but have implemented "ESPN greetings" and “I notice” this week with good success.  I am also starting to master ignoring the little things a student of mine tries to do that are not harmful.   I do always notice and make eye contact when he is following classroom expectations.  My question is how do I get the other students to also ignore him?  They have a harder time than I do letting those things go.  I teach 8th grade and am in year 30, but this has me stumped.
